Position:         Head, Human Capital Development Incubator


Department:  Human Capital Development Incubator (HCDI)



Drive the vision and serve as the internal champion for Human Capital Development at DSTI. Lead strategy and implementation for the HCDI including designing initiatives in education, health and agriculture and providing oversight and thought leadership on existing initiatives including the Education Innovation Challenge. Provide overall guidance and support to DSTI Leadership on HCDI specific operations, fundraising and DSTI internal systems and policies. Identify and cultivate potential new business opportunities for the HCDI. Produce high quality funding and tender submissions, to secure additional business linked to the delivery of the HCD Incubator initiatives. Support the Director and COO with HCDI donor relationships and grant management including the coordination and submission of grant reports and other deliverables. Oversee and manage work and well-being of HCDI assigned and contracted staff and consultants. Lead recruitment for additional staff as required by the HCDI project.


  1. Design and implement HCDI initiatives in education, health and agriculture.
  2. Provide oversight and thought leadership on existing initiatives including the Education Innovation Challenge.
  3. Serve as the primary liaison with the HCD Secretariat.
  4. Set and drive a learning agenda for the HCDI portfolio at DSTI and the HCD Secretariat.
  5. Oversee the planning and coordination within the HCD Incubator, establishing operating systems and structures, agreeing and maintaining deadlines and responsibilities across various projects, to ensure high-quality projects are designed and proposals are written, approved, and submitted on time.
  6. Source and manage strategic partnerships in philanthropy, government, academia, and the private sector for HCDI initiatives.
  7. Identifying new grant and partnership opportunities, across delivery areas and initiatives.
  8. Producing compelling funding applications and initiatives, for government, trusts, foundations, international agencies, and corporate funds, based on up to date research evidence, statistics, and best practice.
  9. Observing and implementing the organization’s practice guidelines, systems, and procedures, including equal opportunities, data protection, and health and safety.



  • Strong command of the English language
  • Strong experience of writing, especially for research purposes.
  • Highly articulate with excellent persuasive writing skills
  • Proficiency in creating and using excel spreadsheets, preferably including pivot tables
  • Excellent analytical skills and the ability to distill and summarize information clearly and engagingly.
  • Excellent interpersonal and communication skills – written, face to face, and via telephone.
  • Lead continuous improvement of tender submissions, using sponsor and internal feedback.
  • Excellent research skills, including into Government Policy and able to obtain and update varied demographic information
  • Effective time-management and organizational skills, producing high-quality work, during stretching and sometimes multiple deadlines
  • Able to manage own workload, work to deadlines and work well under pressure


  • Preferably educated to degree level, with a sound degree award and/or with proven research experience
  • Experience of securing government and/or grant funding through tender/bid writing.
  • Experience designing and implementing large scale projects.
  • Experience working with diverse consortia.
  • Ability to work with public funded organisations and trust/grant funders
  • Ability to win contracts and manage the response to tenders, including procuring feedback.
  • Able to construct and interpret project budgets.
  • Ability to tell a story with the use of digital and social media.
  • Ability to lead and inspire a team.
