Finance and Operations Lead
Jasper Sembie is the Head of Finance and Admin. at the Directorate of Science, Technology and Innovation in the Office of the President of Sierra Leone.
Jasper comes with over 10 years of international experience in finance, audit and compliance across private, consulting and non-profit organizations. He managed compliance in the UK payments industry, worked in Risk Consulting at KPMG and was recently Operations Lead at Clinton Health Access Initiative (CHAI). At KPMG, he was Lead Fraud Examiner in the fiduciary management of the Ebola recovery funds. At CHAI, he managed procurement and provided technical advice to the Ministry of Health and Sanitation, working on pipeline models that promote evidence-based health workforce policy and planning.
Jasper is a Mandela Washington Fellow and won the Sierra Leone Excellence Award (UK). He writes poems and is an ex-artist manager. He is Founder of Mastermind Group Ltd, which produces live musical concerts with the theme `Promoting Education through Entertainment`, the proceeds of which goes towards skills training for less fortunate youths. He is also co-Founder of a medical clinic and laboratory in Freetown.
Among others, Jasper holds degrees in business administration and financial risk as well as a public policy fellowship from the University of Sierra Leone, University of Wales and Georgia State University respectively. He is a certified member of the Institute of Internal Auditors and of the Association of Certified Fraud Examiners.
